A vacancy in the office of Superintendent of Public Instruction shall be filled by appointment by the Governor.

The actual and necessary traveling expenses of the Superintendent of Public Instruction, his deputy and assistants, shall be ordered and paid out of the appropriation made for the Department of Education.
