For purposes of this chapter, unless the context requires otherwise, “director” means the Director of the Office of Emergency Services.

The Chief of the Public Safety Communications Division shall be responsible for managing the affairs of the Public Safety Communications Division and shall perform all duties, exercise all powers and jurisdiction, and assume and discharge all responsibilities necessary to carry out the responsibilities of the Public Safety Communications Division. The Office of Emergency Services shall employ professional, clerical, technical, and administrative personnel as necessary to carry out this chapter.

The Director of the Office of Emergency Services shall establish rates for the Office of Emergency Services’ Public Safety Communications Division’s services based on a formal rate methodology.
