(a)The authority shall rely, to the extent possible, on existing state, regional, and local transportation planning and programming data and expertise, rather than on a large duplicative staff and set of plans.
(b)The authority shall not expend more than 1 percent of the funds generated pursuant to this division in any year for salary and benefits of its staff.
