Amounts collected for the surcharge upon birth certificates pursuant to Section 103625 of the Health and Safety Code that would have been transferred by the local registrar or county recorder to the Treasurer for deposit in the State Children’s Trust Fund shall, instead, revert to the county children’s trust fund when the board of supervisors designates a commission to carry out the purposes of this article, pursuant to Section 18965.
