Notwithstanding any other provisions of this chapter, a public or private agency, a school district, a community college district or a county superintendent of schools operating preschool facilities may enter into an agreement with the Employment Development Department

that will provide an opportunity to participants in work incentive programs under Division 2 (commencing with Section 5000) of the Unemployment Insurance Code for training in child development facilities. Training pursuant to that agreement shall have the objective of preparation for a career in the field of child development.
