The governing board of any school district maintaining a preschool program may include in its budget the amount necessary to initiate, operate, and maintain a preschool program pursuant to this chapter
and the board of supervisors shall levy a school district tax necessary to raise that amount. The tax shall be in addition to any other school district tax authorized by law to be levied.
