“Enterprise” does not include, and this chapter does not authorize a local agency to borrow money and issue bonds for, systems, plants, works, or undertakings for:
(a)The distribution of electric energy for lighting, heating, and power for public or private uses.
(b)The generation, production, transmission, and distribution of gas for public or private uses.
These exclusions shall not apply to systems, plants, works, or undertakings which result in conversion to energy and reusable materials of solid waste as defined in Section 66719.
