(a)A revoked or surrendered license, registration, or permit is subject to expiration as provided in this article, but it shall not be renewed. If it is reinstated after its expiration, the licensee, registrant, or permitholder, as a condition precedent to reinstatement, shall pay a reinstatement fee in an amount equal to the renewal fee in effect on the last regular renewal date before the date on which it is reinstated plus the delinquency fee, if any, accrued at the time of its revocation.
(b)If reinstatement fees, delinquency fees, or reimbursement of costs of prosecution and enforcement, as applicable, are not paid by a petitioner pursuant to Section 4887 within one year of the effective date of a decision reinstating the license, registration, or permit,
the petition shall be deemed abandoned, and the license, registration, or permit shall not be reinstated as ordered by the decision.
