A district may not incur any debt or liability whatever in excess of the express provisions of this division. Any debt or liability so incurred is void.

Nothing contained in this article shall be construed to limit the right of the board to enter into any contract or lease for property, as in this division provided, and to bind the district for the payment of the rental or consideration specified in the lease or contract.
