The chairperson of the task force shall submit the report and plan to the Governor and the Legislature as specified in Section 36500.

The task force shall provide opportunity for public review and comment following release of a draft scoping document and also following release of a draft report and plan. Public comments shall be submitted with the report and plan to the Governor and the Legislature.
