If the canvass of the votes cast at the special election shows more than one-half of all votes cast are “Completion of project—Yes” and also shows that more than one-half of the qualified voters who voted at the election voted “Completion of project—Yes” the board shall appoint the commissioners provided for in Article 1 (commencing with Section 46150) of Chapter 2 of Part 9 of this division and thereafter proceedings shall be taken and followed as are provided in this division for assessments and completion of projects.
