(a)The sum of thirty million dollars ($30,000,000) in the account, upon appropriation by the Legislature to the department, shall be used by the department for grants and loans awarded by the department to local agencies for the purposes of funding urban water conservation projects.
(b)A project under this article shall not receive more than five million dollars ($5,000,000) in loan proceeds from the
department.
