The commission may:
(a)For purposes of this division, accept any gifts, donations, or bequests from individuals or organizations, or accept grants of funds from private or public agencies.
(b)Appoint committees from its membershp.
(c)Contract for or employ any professional services required by the commission or for the performance of services which in its opinion cannot satisfactorily be performed by its officers and employees or provided by other federal, state, or local governmental agencies.
(d)Do any and all other things necessary to carry out the purposes of this division.
