The Director of Resources Recycling and Recovery may appoint those deputies, officers, and other employees that he or she

finds necessary for the performance of the functions of the Department of Resources Recycling and Recovery. The staff of the department

shall be subject to the relevant system and procedures of the state civil service. The State Civil Service Act (Part 2 (commencing with Section 18500) of Division 5 of Title 2 of the Government Code) applies to those personnel.
