(a)The council shall select annually from its voting members, to serve at its pleasure, a chair and vice chair.
(b)The chair and vice chair, together with four other voting members, selected annually by the council, shall constitute the executive committee of the council. The executive committee shall have and exercise any powers of the council that the council may delegate to it.
(c)If handlers have become subject to this chapter pursuant to Article 9.5 (commencing with Section 76961), the officers and the other members of the executive committee shall be equally divided
between commercial salmon vessel operators and handlers.
